Consignments of Norris Peters notes

The following is an incomplete reconstruction of the consignments from Navarro in Washington to the Agencia Comercial y FinancieraThe Agencia was established by Villa in February 1914, with Lazaro de la Garza as its head, to support the financial needs of the Villista army (LG papers, 1-H-1, Villa, Ciudad Juárez, to L. de la Garza, Ciudad Juárez, 10 February 1914). Ignacio Perchez Enríquez took over from de la Garza on 17 July (LG papers, 1-H-28 letter Villa, Ciudad Juárez, to L. de la Garza, Ciudad Juárez, 17 July 1914)., in Ciudad Juárez, care of the Rio Grande Valley Bank & Trust, El Paso.

At first the team used Adams Express, but later moved to Wells Fargo. The date is from the consignment notes: this sometimes differs, by a day, from that given in Navarro's telegrams and reports. Where there were a number of trunks (petacas) in a consignments the number of note in each trunk has been assumed to be pro-rata.

On U. S. Secretary of State, William Jennings Bryan, asked Adams and Wells Fargo for a detailed breakdown of the shipments that they had madeLG papers, 6-E-47, letter Navarro, Washington to L. de la Garza, El Paso, 5 March 1915, as part of an investigation into the legality of such shipments. The companies reported on shipments between 12 April 1914 and 8 February 1915 and these can be checked against other sourcesOn 11 February Wells Fargo reported that the company had handled nineteen shipments between 17 November 1914 and 8 February 1915 with a total face value of 103,223,250 pesos. Before that date there had been a number of shipments through the Adams Express Company (SD papers, 812.515/35, Charles W. Stockton, Wells Fargo, New York, to Secretary of State, Washington, 11 February 1815{/footnote). From the table below it can be seen that the actual total face value was $95,545,450 ( shipped on twenty-one different dates), a shortfall of $7,677,800, though a different (erroneous) face value might have been declared on some of the dockets. On 6 March the Adams Express Company reported that between 12 April and 11 November 1914 it had shipped incomplete currency of the face value of 121,200,000 pesos (SD papers, 812.515/36, Adams Express Company, Washington, to Robert Lansing, Counselor for the Secretary of State, Washington, 6 March 1915). From the table below the actual face value of Norris Peters notes was $16,000,000 so the rest will have been Ejército Constitucionalista notes.

The team in Washington provided quotes for insurance and were told to send the notes as merchandise and insured at 2-5% of their value, but Norris Peters advised sending them as currency, as otherwise any payout would not cover the cost of paper and printing. The express company also wanted a guarantee from one of the El Paso banks. Navarro asked for a decisionLG papers, 6-A-9, telegram Navarro, Washington, to I. Perches Enriquez, El Paso. 21 August 1914 but did not receive any instructions until 26 August, whereupon, with the help of Babson, vice-president of Norris Peters, they started consignments. By 1 September they still had not received any instructions about insurance, so sent the consignments as currencyLG papers, 6-A-21, report Navarro, Washington, to L. de la Garza, El Paso, 1 September 1914.

On 21 December 1914 de la Garza reported that he had arranged with C. A. Townsend, the Wells Fargo agent in El Paso, to ship the notes as currency at 10c rather than 15cLG papers, 6-C-63, telegram de la Garza, El Paso to Navarro, Washington, 21 December 1914. Otherwise, he should hip as merchandise at 10cLG papers, 6-C-72, telegram e la Garza, El Paso to Navarro, Washington, 26 December 1914. However Navarro had difficulties with the Wells Fargo agency in Washington and asked de la Garza to arrange something LG papers, 6-C-55, telegram Navarro, Washington to de la Garza, El Paso, 28 December 1914: LG papers, 6-C-78, letter Navarro, Washington to de la Garza, El Paso, 30 December 1914. Well Fargo also demanded that they use steel strongboxes instead of trunks, which would have increased the number and weight of shipments, LG papers, 6-C-78, letter Navarro, Washington, to L. de la Garza, El Paso. 30 December 1914,: 6-D-15, telegram Navarro, Washington, to L. de la Garza, El Paso, 9 January 1915 but de la Garza agreed with Townsend on trunksLG papers, 6-D-19, telegram de la Garza, El Paso to Navarro, Washington, 9 January 1915. The people overseeing the work in Washington were occasionally remiss in informing El Paso or Chihuahua of consignments, so there was some confusion. In addition, certain comments are hard to align with the table above. For instance Navarro records that of the $10 notes there were two petacas, totalling 300,000 notes, on 3 November; four totalling 480,000 notes and three totalling 360,000 notes on 8 December and petaca 8838, of 150,000, and peteca 9558 of 500,000 notes, also on 8 DecemberLG papers, 6-C-28, Navarro, Washington, to Luis Gaxiola, El Paso, 9 December 1914.

On 1 December Navarro reported that to date he had sent 1,200,000 $5 notes and 90,000 $50 notesLG papers, 6-C-7, letter Navarro, Washington, to de la Garza, El Paso, 1 December 1914 but he was ignoring shipments prior to 17 November. On 7 December 1914 José F. Farias wrote that $15,200,000 had been outstanding and that day he had sent $480,000 in $1, $3,600,000 in $10 and $4,500,000 in $20 notes, leaving $6,620,000 outstandingLG papers, 4-G-11, Farias, Washington to L de la Garza, El Paso, 7 December 1914. The $10 total cannot be reconciled,

On 25 January Navarro said he still had 2,200,000 notes of 50c, numbering 2800001 to 5500000, to send, but in both total and numbering he was mistakenLG papers, 6-D-34, Navarro, Washington, to L. de la Garza, El Paso, 25 January 1915.

On 11 February 1915 the Tesorería in Chihuahua reported receiving from the Agencia in Ciudad Juárez 28 petacas containing 300,000 $1, 2,080,000 $5, 998,000 $10 and 40,000 $20 notesLG papers, 2-F-52/3-H-24, Vargas, Chihuahua, to L. de la Garza, El Paso, 8 March 1915: ). These will have been the 28 petacas sent from Washington between 20 January and 30 January (with a slight error in the $10 total).

On 23 February, in response to a request from Vargas, someone has noted that $110,000,000 had been sent, $1,098,000 was held up in the Express offices, and $108,902,000 had been received in the TesoreríaLG papers, 3-H-15, telegram Vargas, Chihuahua to L. de la Garza, Ciudad Juárez, 23 February 1915.

The notes were sent on from Ciudad Juárez. On 5 December a large quantity of notes in five petacas were sent to Chihuahua, to be stamped (resellados)LG papers, 1-I-22: letter L. de la Garza, El Paso, to Villa, Cuartel General. 5 December 1914. On 17 March $1,098,000 in 50c notes (the 8 February consignment above) was sent on in the 14 petacas to Chihuahua (together with two strongboxes (cajas) containing the stones used in printing the notesLG papers, 3-H-35, telegram S. C. de la Garza, Ciudad Juárez, to Vargas, Chihuahua, 17 March 1915 that had been sent from Washington two days earlierLG papers, 6-E-29, Wells Fargo receipt, 15 March 1915.

On 20 April de la Garza(?) reported to Villa that the final Norris Peters contract for a hundred million pesos had been completed a few weeks before, the plates (piedras) had been collected and were in the Agencia and the staff overseeing the project withdrawnLG papers, 1-J-9, letter from L. de la Garza (?), El Paso (?), to Villa, donde se encuentre. 20 April 1915.
