On 24 November 1915 the state government gave the Presidente Municipal permission for his Tesorería Municipal to issue up to $3,000 in fractional notes (papel moneda fraccionario). The issue had to be guaranteed by a deposit of equal amount in Veracruz Gobierno Provisional de México notesAHEG, Fondo Secretario de Gobierno, Secciones de Gobierno, Primer Departamento, 1915, caja 9.
