The signatories are:
[If same person] When Torreón was established as a town the Administración Subalterna de Timbres was moved there from Matamoros de la Laguna. Francisco Arellano was in charge until 1898 when Ricardo Blázquez took over. He was still Administrador subalterno del Timbre in 1906El Tiempo, 9 January1906. Ricardo Blázquez was 1er auxiliar in the Banco de Coahuila in 1908. He went on to be the first manager of the Banco Algodonero Refaccionario, S.A., established on 17 January 1933. |
