This note was issued by the Sociedad Cooperativa de Consumos "Obreros Federados" (the "Federated Workers” Cooperative Society of Consumption "), a society organised by the Confederación Sindicalista de Obreros y Campesinos (Syndicalist Confederation of Workers and Peasants. The latter was a union federation that brought together workers from the countryside and the city. This organisation had a strong presence in states such as Puebla and Veracruz, forming part of the groups that later came together to found the Confederación de Trabajadores de México (CTM) in 1936.

The text reads 'This card is worth $1 in accordance with the agreement made by the Moctezuma Brewery Union on 22 February 1928 (Esta tarjeta ampara el consumo $1 conforme al acuerdo del Sindicato de la C. Moctezuma del dia 22 de Febrero de 1928)' so these may have been in use for several years.

The Sindicato de Obreros y Empleados de la Cervecería Moctezuma y Conexos was founded on 21 April 1921, as one of the oldest unions in Mexico. In the 1920s the Cervecería Moctezuma (originally founded in 1894 as Cervecería Guillermo Haase y Cía.: renamed in 1896) was in full industrial expansion and modernization. Post-revolutionary unionism was taking shape in the state of Veracruz during the 1920s and the Sindicato entered into several collective agreements with the Cervecería Moctezuma to regulate working conditions and pay.  

The signature is of the Sociedad's Director General, [            ]dez[identification needed].
