As metallic coinage disappeared in the area controlled by the Constitutionalists the lack of small change became so serious that on 4 March 1914 whilst at Nogales, Sonora, Carranza authorised (decree núm. 22) an issue of 200,000 pesos, half in five centavos and half in ten centavos notesThese were 5c Series A, 1 - 1000000: 5c Series B 1 - 1000000: 10c Series C 1 - 1000000. These were given the status of the larger notes, except that their compulsory acceptance in one payment was limited to ten pesos. They were exchangeable at the Jefaturas de Hacienda and the Tesorería General in amounts of 100 pesos or multiples thereof for large denomination notesEl Constitucionalista, 12 March 1914. The money was issued in the form of small cardboard notes called cartones with the first appearing on 31 MarchEl Paso Morning Times, 1 April 1914.

On 10 April, at Ciudad Juárez, Carranza authorised (decree núm. 24El Constitucionalista, 14 April 1914) an additional 800,000 pesos ($300,000 in five centavos and $500,000 in ten centavos notesThese were 5c Series C - H, each numbered 1 - 1000000: 10c Series B - F, each numbered 1 - 1000000) and on 6 May, at Chihuahua (decree núm. 26El Constitucionalista, 7 May 1914), another one million pesos, $400,000 in five centavos and $600,000 in ten centavosThese were 5c Series I - P, each numbered 1 - 1000000: 10c Series G - L, each numbered 1 - 1000000.

Carranza later authorised three other additional issues. On 31 July, decree núm. 33 in Monterrey authorised a further one million pesos, with $400,000 in ten centavos and $600,000 in five centavos. On 26 August, in Mexico City, Carranza added a further five million pesos, with two million pesos in five centavos; two million in ten centavos; and one million in twenty centavos. These 5c and 10c cartones began to circulate in Mexico City on 7 September 1914El Popular, Colima, Epoca Tercera, Núm. 49, 8 September 1914 and the 20c followed a few days laterEl Correo Español, Año XXVI, Núm. 7231, 10 September 1914. However, a Veracruz newspaper reported that the subdirector of the la Oficina Impresora del Timbre had said that $2,000,000 in 20c cartones would be issued first, with $2,000,000 in 5c and $2,000,000 in 10c followingEl Dictamen, Año XVI, Núm. 1268, 7 September 1914.

On 28 September Carranza  added another three million pesos: one million pesos of the five centavos; one million of the ten centavos; and one million of the twenty centavos..
