On 6 December 1917 Rafael Nieto wrote in a telegram to Salvador Alvarado that Carranza wanted circulation to be restricted to Yucatán, Campeche and Quintana Roo and so Alvarado should take the necessary steps so that during January 1918 any notes in use in Tabasco should be withdrawn. The next day he explained that originally Carranza had felt that as the notes were already in use in Tabasco, they could continue circulating but should not extend beyond the three states and the territory of Quintana Roo, but having received complaints from Tabasco, had ordered Nieto to write as he didABarragán, caja IX, exp. 30.
