On 3 December 1915 the President Municipal of Taxco, Fausto Venegas, wrote to Emiliano Zapata of the great difficulties suffered in his town. The local Oficina de Cambio had only $50 and $100 Revalidados, and so retail business had been paralysed. He asked Zapata to order the office to issue change in $1, $5 and $10 notesAGN, Fondo Emiliano Zapata, caja 16 exp 5. So it is not surprising that local merchants resorted to their own issues.
