400th anniversary of Monterrey

The Spanish conquistador Diego de Montemayor founded the city of Monterrey in 1596. In 1996 it was proposed to issue certificates for 400 centavos to commemorate the 400th anniversary.

There are many unsigned notes, marked ‘Specimen’ with 00000 as serial number. Four or five notes are known stamped and numbered 0001 with the official Treasury stamp and the Mayor (Alcalde)’s signature, but without the Governor's signature.
