Decree núm. 73 of 1 August 1934
Decree núm. 73 created a Servicio de la Deuda Pública Interior del Estado to pay any salaries of public servants still outstanding from 15 September 1927 to 31 June 1934. People had to make their claim by 31 December 1934. The Executive would order an issue of $200,000 in $1, $5 and $10 certificates, though this amount could be increased, if necessary.
These certificates would be accepted in varying proportions in payment of state taxes. As they were non-negotiable they are not really paper money.

The notes have the printed signatures of Ildefonso Turrubiartes as Gobernador, Rutilio Alamilla as Secretario General, [ ][identification needed] as Director de Rentas and [ ][identification needed] as Cajero General de la Dirección.
Ildefonso Turrubiartes was born of humble origins in Cerrito Colorado, San Luis Potosí, on 23 January 1890. He joined the Revolution in 1913 in the forces led by the Cedillo brothers. After the Revolución he served as jefe of a Colonia Agrícola Militar and in 1925 was appointed a General Brigadier. He was Lazaro Cárdenas’ Secretario de Guerra, and as a member of Cedillo's clique, governor of San Luis Potosí from 1931 to 1935, despite being illiterate. He died on 1 March 1963. |

Rutilio Alamilla Valdes was another of Saturnino Cedillo’s clique. He was three times a deputy, president of the local congress in 1926 and 1927, presidente municipal of San Luis Potosí in 1933, and Secretario General to two governors. In May 1938 Cedillo led an armed revolt in San Luis Potosí against President Lázaro Cárdenas. Alamilla, still Secretary of State under governor Mateo Hernández Netro, fled the capital but was arrested in Mexico City where he was in hiding posing as a mailman. |
